Stela Mocan has helped lay the foundations for the National e-Governance Transformation Agenda and create the e-Government Center in August 2010. Currently, Stela leads a fast growing team of 14 people with the mission to improve public services through technology.  Prior to establishing  eGC, Stela was adviser to the Prime Minister. From 1998 to 2008, Stela has worked in international development organizations like UNDP, USAID, and IRI, where she has built extensive expertise in the areas of democracy building and governance, political party strengthening and women’s empowerment, civil society and local economic development in Moldova. While earning her Master in Public Administration from Harvard University’s Kennedy School of Government, Stela was also a Mason & Kokkalis Fellow. She also received a post-graduate diploma in Political Science from the National School of Political and Administrative Studies in Romania.
